Education and Experience Requirement:
- A Bachelor’s degree from an accredited university in Instructional Systems Design, Adult Education, Marketing, and other similar fields where tailored customer/consumer content is developed for varied audiences.
- Minimum of three (3) years of experience developing eLearning synchronous and asynchronous content for distance-delivery through strategic and intentional design, writing, optimization, publishing, and promotion codified from customer-established requirements, goals and content.
- Minimum of three (3) years of progressive experience developing and programming Shareable Content Object Reference Model (SCORM)-conformant asynchronous eLearning courses using a variety of applications and internet technologies.
- Minimum of three (3) years of experience with internet protocols such as XML, PHP, HTML, Cascading Style Sheets, Java applets and scripting.
- Minimum of three (3) years of experience supporting deployment of asynchronous eLearning courses on Moodle Learning Management System (LMS), Blackboard Learn and/or a similar system, as well as other open-source learning platforms and web formats.
- Demonstrated experience with software applications such as JAWS or JAWS Inspect to ensure that content being developed is screen reader accessible.
- The Contractor Course Developer(s)/Programmer(s) shall have experience with software applications such as ANDI or comparable software.
- Demonstrated experience with other mediums of content delivery, such as PowerPoint, audio, flash cards, slick sheets, pamphlets, or standard operating procedures.
- Current Personnel (Security) Clearance/ Eligibility (PCL) at the Top Secret level with SCI security clearance/eligibility.
Security Clearance Requirement: Position requires a current final Top Secret level with SCI security personnel security clearance (PCL) issued by the DOD. Clearance will be verified in the government system of record.

- A Bachelor’s degree from an accredited university and more than five (5) years of experience designing and developing instructor-led courses, virtual instructor-led courses, self-paced eLearning courses, and performance support tools.
Additional preferred but NOT required experience:
- Two (2) or more years of experience with rapid eLearning authoring tools such as Adobe Captivate/Animate, Articulate Storyline, and Adobe Professional Suite to create, develop, or manipulate assets for eLearning courses.
- Successful completion of the Trusted Tester Web Certification Program and the Authoring Accessible Documents Program through the DHS OAST.
- Two (2) or more years of progressive experience developing Shareable Content Object Reference Model (SCORM)-conformant asynchronous, synchronous, and blended eLearning courses using a variety of applications and internet technologies
